Karen joined RCAP Solutions in 2001. With nearly two decades of community development and non-profit organization management, she is adept at creating and implementing strategic plans; board development; fiscal management; and workforce and economic development. She is a member and past president of the board of the Rural Community Assistance Partnership, Inc., president of the Massachusetts Non-Profit Housing Association, and a board member of the National Rural Housing Coalition. Karen earned a Bachelor’s Degree at Medaille College in Buffalo, NY, an MBA at Western New England College, and is a Certified Association Executive, American Society of Association Executives, Washington, DC.

Bill joined RCAP Solutions in 2014.  He brings over 30 years of nonprofit experience with expertise in program and resource development, administration and operations for social services, self-sufficiency and workforce development, adult education, subsidized housing programs, foreclosure prevention, strategic planning, financial literacy, youth and senior programs, financial assistance, housing, violence prevention, and anti-poverty community action programs serving diverse populations in need of services. Mr. Minkle is a mission-driven executive administrator with excellent budget and fiscal management skills to manage large, diverse, and complex budgets.  He is an innovative strategist with a proven track record to create, develop, and implement new funding sources and programs.  As a member of the Executive Leadership team, he brings excellent strategic thinking, analytical, and planning skills as well as the ability to maximize staff potential and optimize available resources to achieve the goal of quality service delivery. Bill earned a Bachelor’s Degree in Sociology from Bridgewater State College in Bridgewater, MA and a Master’s degree in Human Services from the University of Massachusetts, Boston.

Kris joined RCAP Solutions in 2013, and has extensive experience in financial management with a strong understanding of federal government funding and monitoring of financial performance. In this role, she is a tremendous benefit to RCAP Solutions funders, staff and clients. She has worked primarily in manufacturing in the areas of operational efficiencies, acquisitions, relationship building & auditing systems, budget & execution, change initiatives, facility planning, risk management, government compliance and general accounting systems & oversight. She spent three years at a public housing authority in Ohio and is familiar with Section 8 Housing accounting systems and compliance practices. Kris is a Certified Public Accountant and earned her MBA and a Master of Science degree in Accounting from Northeastern University in Boston and a Bachelor of Arts in English from Alliance College in Cambridge Springs, Pennsylvania.

Maegen joined RCAP Solutions in 2011, after 8 successful years as the Executive Director of the Wachusett Chamber of Commerce in Clinton, MA. Prior to this, she served as the Marketing Director for Grubb & Ellis Company and several other non profit organizations.  Maegen holds a Bachelors of Arts Degree in Mass Communication from Westfield State College and a Masters of Arts in Integrated Marketing Communication from Emerson College.  Maegen was named a 40 Under Forty honoree by the Worcester Business Journal and won an award in Newsletter Writing and Design by the American Chamber of Commerce Executives.  Maegen is on the Executive Committee of the North Central Mass Workforce Investment Board and is a former Chair of the Mass Association of Chamber of Commerce Executives.

Locally ingrained in the not for profit sector, Brian came to RCAP Solutions in 2008 from the Cleghorn Neighborhood Center in Fitchburg, MA where he was the Director of Development. Previously, Brian also consulted for seven years with several non-profits across the region in development activities such as fundraising, grant writing and strategic collaboration initiatives. Brian holds a Certificate in Literature from Cambridge University, a Bachelors of Arts in English from Florida Atlantic University and a Masters of Arts from University of Central Florida. Brian has served on the board of Literacy Volunteers of Montachusett Area as director and Network of Area Nonprofits as an Advisory Board Member.

Leka joined RCAP Solutions in Feb. 2013, as a veteran database manager and programmer from Community Teamwork, Inc. (CTI) of Lowell.  He has a certificate on “Leadership and Management for nonprofits” from Boston University and has a Master of Science degree in Computer Programming from Tirana University. Leka oversees the day-to-day IT operations including support, security, training, data management and telecommunications.

Alyssa joined RCAP Solutions in 2009, as an entry level accountant while completing her bachelor’s degree. After 18 months, she was promoted to Manager of Finance and Program Audit and began managing staff. She is the youngest member of the Leadership Team at RCAP Solutions, and has quickly risen through the ranks of a complex department in this multifaceted organization.  Alyssa brings a strong level of professionalism, management and organizational skills to the organization, providing strong support to the finance department and a focus on the mission and programs which support our clients.

Deborah joined RCAP Solutions in 2013.  She comes to RCAP Solutions with almost two decades of professional and management experience. She has worked as a shelter manager, court advocate supervisor and client advocate supervisor for several community organizations, and as a result, has served as a client advocate in a variety of roles for over 15 years. Deborah is a resourceful, self motivated, results driven leader experienced in problem solving with a finely tuned talent for identifying client needs, gifted mentor and motivator capable of developing  a dedicated and high performing team.

Linda began her career at RCAP Solutions in 1997. She has over 20 years of practical property management experience gained through hands on experience at Cottage Street and Hapgood Apartments in Athol. Linda oversees the day-to-day operations of the organizations property management portfolio. She is certified in Low-Income Housing Tax Credits and HOME and is a certified Assisted Housing Manager.

Pam joined RCAP Solutions in 2014 as the Grants, Contracts and Compliance Officer.  Focusing on Housing Choice Voucher Program compliance, she identified opportunities for improved quality control, staff performance and fiscal management.  Pam’s strong background in both the legal and business fields provides the foundation for driving exceptional HCV Program performance. Pam comes to RCAP Solutions with over two decades of professional experience in the areas of contract management, compliance, paralegal, sales, marketing and human resources.

John has over 25 years of experience in housing, community development, land use and environmental planning, community education and training, resource development, and grants and program management.  He has served as an integral player in the development of new funds, reporting and development of new fee for service activity.  He also  has experience in state water quality laboratory analyses taking samples and conducting laboratory tests on surface water samples to determine water quality. John has made presentations at conferences for the Association of Landscape Ecology, American Collegiate Schools of Planning, American Planning Association, and the American Association of Geographers, has worked with a GIS research team developing land use models and GIS statewide data layers, and has overseen infrastructure  asset mapping projects. He has also taught Landscape Architectural History and Theory, Plant Identification, Landscape Construction, Planting Design, Residential Design, and Recreational Design.

Scott joined RCAP Solutions in 2000. He has expertise in the development of water supply and wastewater projects; economic development planning; infrastructure project planning; project management; grant writing and funding acquisition; community development; land use; and environmental planning.  Scott earned a Bachelor’s Degree at St. Lawrence University in Canton, New York; and a Master’s Degree in landscape architecture at the SUNY Environmental School of Forestry.

 

 

Robert OchoaRobert Ochoa
Director of Housing Consumer Education Center (HCEC)

Robert joined RCAP Solutions in January 2013 as a HUD-Certified Housing Counselor whose area of expertise is in Pre-purchase and Post-purchase home ownership.  He has served on several Worcester Community Boards and Committees committed to affordable home ownership and housing stability.  Robert previously worked as a Housing Counselor at the Home Ownership Center in Worcester through a contract provided by Neighborhood Housing Services of the South Shore and as a Call Center Supervisor for over 10 years at Charter Communications in Worcester. Robert also manages the education and training component of RCAP Solutions HCEC program and coordinates and teaches approximately 75 workshops on a number of topics related to housing stability and financial literacy. As the Director of Housing Consumer Education Center (HCEC), Robert oversees the HCEC and Rental Assistance for Families in Transition (RAFT) programs.  HCEC provides referral & information services and education & training opportunities for underserved populations.  The RAFT program provides benefits to help families sustain housing and also supplements the HomeBASE program.
